Union Minister Jairam Ramesh who played a key role in framing the Telangana bill and also in bringing along the main opposition party BJP in supporting the bill, spoke on various points, complaints being raised over the bill.
He termed the bill more beneficiary to Seemandhra. He said that a section of people in Telangana are actually unhappy over several bill provisions. He reminded that it is the responsibility of the Center to get all clearances for Polavaram Project. The center will bear the approximate cost of 90%, around 20 thousand crores on this project, he reiterated.
There is no unconstitutionality in giving powers to the Governor, we took full precautions over this, he assured.
No change in educational admission reservations for 10 years. Separate boards for Godavari in Telangana, for Krishna river in Seemandhra will be formed, the chairmen to these boards will be appointed by the Central government, he said. The approximate 84 thousand state cadre employees will be allocated based on the reports of two boards to be formed, he explained.
Five years special category for Seemandhra, special packages to Uttarandhra, Rayalaseema hugely benefit the regions. Though this bill creates Telangana, it is not happening at the cost of Seemandhra he reminded strongly.
The bill will now go to the President for his stamp and then a Gazette will be published. The Gazette will have an Appointed day, which will be around or less than three months, and from that day, the state officially comes into being. he elaborated on the process. All process related to employee division, asset allocation etc, will happen within this time limit, he explained.
