Modi Restricts Secretaries’ on Foreign Trips


Prime Minister Modi has decided that secretaries must travel outside the capital if their junior officers are not able to accomplish the trip’s objective on their own.

PM’s Office has stopped keeping track of all CMs and state ministers’ foreign travels, but has asked the foreign ministry to monitor whether approved state government foreign jaunts actually materialize.

Cabinet Secretary Ajit Seth said that, “Prime Minister has, in the context of a proposal for deputation abroad, observed that the ‘foreign as well as domestic tours of the secretaries should be planned only if the joint secretary or additional secretary level officers are not likely to address the needs”.

For every trip, ministers and officials are required to put on record what they have implemented from their learning on their earlier foreign visit and an ‘immediate outcome’ report also needs to be furnished.
