Going on expected lines, Congress stalled the proceedings of Rajya Sabha today on the issue of President’s Rule in Uttarakhand and the subsequent developments. The House started after a 30-day recess today amid indications of another wash-out on the political uncertainty in Uttarakhand and developments in NIT etc. Senior member Ghulam Nabi Azad has lambasted the BJP of ‘trying to buy Congress MLAs to destabilize the Harish Rawat government’ and thereby ‘resorted to high degree of constitutional impropriety and ‘murdering democracy’. This sparked off a row and the BJP members were up on their feet in protest. Mr Kurien, who is in the Chair, could not pacify the members. Congress MPs trooped into the well of the House and raised slogans against the Centre. The Depury Chairman has said that since the matter is sub-judice, nothing should be discussed.
CPI(M) member Sitaram Yechury reminded him that it was the Leader of the House Mr Arun Jaitley, who said in the last session that even sub judice matters can be discussed.
Arun Jaitley, the leader of the House has stated that ‘anything can be discussed but not on assumptions. “You can discuss it on Article 356. But you cannot discuss about the pre-proclamation (of President’s Rule) which is now the opposition precisely wants” he said.
But the Congress and Left members did not relent. Amidst din of the House, the Deputy Speaker adjourned the House.
