“We are planning to raise Rs 50,000 crore — outside of the budget — in the next five years , which would fund mostly infrastructure projects,” said Vijayan.

He said the worst problem faced by the state is tackling of waste, so a major project ‘Green Kerala’ initiative would be taken up.

Under this ‘green’ initiative all heavily polluted inland water bodies would be cleaned. Organic farming would also be taken up in a big way.

Vijayan said all these would be addressed by a Task Force group and funded by the state, centre and philanthropists, both individual and corporates.

He also spoke about project ‘LIFE’ which would provide new homes to nearly 4.7 lakh homeless people in the state in the next five years.

The other projects announced included a new metro water transport project.

Vijayan also mentioned measures to infuse life in the state owned Kerala State Road Transport Corporation.

He announced that all state run schools would have a smart class room, while one school in each of the 140 assembly constituencies would have state-of-the-art facilities.

A huge boost would also be given to IT and start-up initiatives.
