US consul general David Hopper wrote in a confidential cable newly released by WikiLeaks says that the late chief minister of Andhra Pradesh YS Rajasekhara Reddy’s populist schemes were channelled for massive corruption. Hopper was then based in Chennai during 2007, when the US Consul General in Chennai dispatched a leaked diplomatic cable.
The construction of irrigation projects and houses for weaker sections, the flagship programmes of YSR government, were beset with corruption even as Mr Reddy used the populist spending programmes to great political effect, said the Cable.
The YSR government was engaged in the corruption that was beyond the norm of India, in the name of social programmes targeting common man, reveals WikiLeaks.
Corruption in Reddy’s irrigation programme was figured at 15 to 20%, while generally 5-7% is the rate of corruption.
“The sheer size of Reddy’s signature programmes, with literally billions of dollars at play every year, leaves much room for ‘leakage’ to Congress party officials and their allies. Reddy’s big-ticket social programmes to do with the irrigation and building houses for the poor were mired in nepotism, shadiness and profiteering”, says WikiLeaks.
”Widespread corruption in the Congress government seems to be an ‘open secret’ in Andhra Pradesh,” added WikiLeaks.
